Low-Income Housing Tax Credits & Sustainable Development in Louisiana, 2017

The 2017 Louisana Qualified Allocation Plan (QAP) lists several energy efficiency requirements that projects have to meet. The QAP also awards projects located within services that help build a sustainable community.

Green

Rehabilitation Projects are not required to adhere to the minimum Energy Efficiency requirements for HVAC, windows, insulation, and appliances unless:

  • The Capital Needs Assessment requires replacement of the item;
  • The applicant chooses to replace an item; or
  • The Corporation in consultation with the Corporation’s contracted underwriter, determines that an early replacement of an item with a more energy efficient system substantially improves the quality of life for residents with substantial benefits attributable to reduce deposits to reserves for replacement and/or reductions in operating expenses.

 Energy Efficiency: All residential building envelope designs shall exceed the energy efficiency requirements of the LSUCC, 2012 International Energy Conservation Code (IECC) and the prescriptive requirements of Energy Star Qualified Homes (IECC) and the prescriptive requirements of Energy Star Qualified Homes latest version.

Sustainable Development

Louisiana’s 2017 QAP awards points for proximity to community amenities.

One point will be awarded for the services within a mile from the Project. One half points will be awarded for any service listed that is located over 1 mile but is within 2 miles from the Project:

• Grocery Store

• Public Library

• Hospital/Doctor Office or Clinic

• Bank/Credit Union (must have live tellers)

• Elementary School (including magnet, charter, private and other licensed elementary schools)

• Post Office

• Pharmacy/Drug Store

• Public Transportation (shuttle services excluded)

• Current Louisiana Licensed Adult/Child Day Care/ After School Care

• Elementary School receiving a grade of “B” or better by the Louisiana Department of Education
