Low-Income Housing Tax Credits & Rural Housing in Louisiana, 2017

The 2017 Louisiana Qualified Allocation Plan (QAP) includes a Rural Pool where 25% of the state's per capita is allocated to rural areas. The QAP also awards points to specific areas outside of Louisiana cities.

Projects must choose to compete in one pool, either the Qualified Non-Profit Pool/CHDO Pool, Rural Pool, Thirty Percent AMI Pool or the General Pool. 

  • Rural Pool: 25% of the State’s 2017 Per Capita component will be allocated to projects located in rural areas. One half of the Rural Pool will be set-aside for Rural Development rural rehab projects only. To qualify for this Rural Pool projects must meet the rural definition as defined in the 2017 QAP glossary. Funds for the Rural Pool in 2017 will be approximately $2,550,000.

Louisiana’s 2017 QAP awards points to projects located in rural areas. 10 points are awarded to any area outside the corporate limits of the following 10 Louisiana cities: New Orleans, Baton Rouge, Shreveport, Lafayette, Lake Charles, Kenner, Bossier City, Monroe, Alexandria, and Houma.
