Low-Income Housing Tax Credits & Cost Containment in Kansas, 2018

In their 2018 Qualified Allocation Plan (QAP), Kansas housing Development Corporation makes use of scoring guidelines to incentivise cost containment.

Cost Containment

Up to 25 points will be awarded to applicants with low intermediary costs. Highest priority will be given to applications with the lowest percentage of intermediary costs. (These costs may include, but are not limited to, attorney fees, engineering fees, and architect fees). Points awarded on a sliding scale up to 5% of total costs. Points deducted on a sliding scale beginning with 6% of total costs. In the event of a tie in overall total points earned by two or more applicants, after a first tie breaker, the development that has the lowest intermediary costs as determined from this item will be awarded credits.

Up to 20 points will be awarded for project with the lowest equity gap, with points awarded on a sliding scale and separate into new construction and rehab/conversions.
