General Comparative Summary of Selected States’ 2015 Qualified Allocation Plans

Oregon Housing and Community Services (OHCS), as part of their drafting process for the 2016 QAP, engaged Novogradac & Company LLP to perform a comparative program analysis. This analysis looks at 10 different states around several metrics, such as cost containment, developer fees and operating expenses.

OHCS and Novogradac & Company LLP have performed a comparative study of Oregon’s 9% and 4% LIHTC programs with ten other states. The study tabulates state's QAP policies around several criteria including:
