Florida's Request for Applications Process, 2014-2015

Prior to 2013, Florida Housing had traditionally issued the majority of its 9% Competitive Low Income Housing Tax Credits, SAIL (State Apartment Incentive Loan) Program and HOME-Rental (HOME Investment Partnerships) Program funding through one large annual application. In 2013, Florida Housing began soliciting targeted applications through a Request for Applications (RFA) process. Preservation Request for Applications, 2015

FHFC has an estimated $6,210,000 (up from $5,369,334 in 2014) of Housing Credits available for award to proposed Preservation Developments. To be eligible to apply, developments must be either a preservation property (where less than 50% of the units are new construction) or acquisition and preservation (acquisition and less than 50% of the units are new construction).

To date, Florida Housing has issued the following RFAs:

  • Housing Credit Financing to Provide Affordable Multifamily Rental Housing that is a Part of Local Revitalization Initiatives (RFA 2015-103); estimated $2,300,000 available within RFA.
  • Elderly Housing Community Loan (RFA 2015-102); estimated $3,653,200 available within RFA.
  • SAIL Financing for Smaller Permanent Supportive Housing Properties for Persons With Special Needs (RFA 2015-101); estimated $9,366,000 available within RFA.
  • SAIL Financing Of Existing Farmworker And Commercial Fishing Worker Housing Developments Currently In The Corporation’s Portfolio (RFA 2014-117); estimated $9,366,000 available within RFA.
  • Housing Credit Financing for Affordable Housing Developments Located in Miami-Dade County RFA 2014-116); estimated $6,928,107 (additional $4,683,000 for homeless) available within RFA.
  • Housing Credit Financing for Affordable Housing Developments Located in Broward, Duval, Hillsborough, Orange, Palm Beach, and Pinellas Counties (RFA 2014-115); estimated $15,553,993 (additional $4,683,000 for homeless) available within RFA.
  • Housing Credit Financing for Affordable Housing Developments Located in Medium and Small Counties (RFA 2014-114); estimated $1,513,170 For Small Counties, estimated $12,914,730 for Medium Counties available within RFA.
  • Financing To Build Larger Permanent Supportive Housing Properties for Persons with Developmental Disabilities (RFA 2014-113)
  • Financing To Build or Rehabilitate Smaller Permanent Supportive Housing Properties for Persons with Developmental Disabilities (RFA 2014-112)

  • Financing of Permanent Supportive Housing with a Priority to Assist Veterans with a Disabling Condition that Lack Permanent and Stable Housing (RFA 2014-107): 1 received; 1 recommended for funding. $2,200,000 Housing Credits available within RFA. 
  • PHA Revitalization of Affordable Housing Developments (RFA 2014-106): 4 received; 2 recommended for funding. $1,750,000 Housing Credits available within RFA. 
  • Financing to Build or Rehabilitate Smaller Permanent Supportive Housing Properties for Persons With Developmental Disabilities (RFA 2014-105): 17 received; 12 recommended for funding. $1,983,009 Grants available within RFA. 
  • Preservation (RFA 2014-104): 33 received; 6 recommended for funding. $5,369,334 Housing Credits available within RFA. 
  • SAIL Funding to be used in conjunction with Tax-Exempt Bonds (issued by FHFC or a Local Government) and Non-Competitive HC (RFA 2014-103): 30 received; 13recommended for funding. $32,500,000 SAIL available within RFA. 
  • High Needs/High Costs Persons with Special Needs Who are Chronically Homeless (RFA 2014-102): 6 received; 3 recommended for funding. GAA Contingent Appropriation of $10,000,000 available within RFA. 
  • Financing to Build Permanent Supportive Housing for Homeless Persons and Families (RFA 2014-101): 11 received; 3 recommended for funding. $1,696,898 in grants available within RFA. 
  • HOME Funding to be used in conjunction with FHFC-issued MMRB and Non-Competitive HC (RRFA 2013-010): 12 received; 4 recommended for funding. $15,000,000 in HOME-Rental available within RFA. 
  • Grants for Housing Homeless Persons (RFA 2013-006): 13 received; 6 recommended for funding. $10,000,000 in grants available within RFA. 
  • Financing to Build or Rehabilitate Smaller Permanent Supportive Housing Properties for Persons with Developmental Disabilities (RFA 2013-005): 17 received; 14 recommended for funding. $4,000,000 in grants available within RFA. 
  • Financing to Build Larger Permanent Supportive Housing Properties for Persons with Developmental Disabilities (RFA 2013-004): 6 received; 3 recommended for funding. $6,000,000 in grants and $2,200,000 in Housing Credits available within RFA. 
  • Affordable Housing Developments Located in Broward, Miami-Dade and Palm Beach Counties (RFA 2013-003): 119 received; 5 recommended for funding. $10,052,825 in Housing Credits available within RFA. 
  • Affordable Housing Developments Located in Duval, Hillsborough, Orange and Pinellas Counties (RFA 2013-002): 34 received; 6 recommended for funding. $7,898,649 in Housing Credits available within RFA.
