Federal Home Loan Bank of Atlanta -Affordable Housing Program

The Federal Home Loan Bank of Atlanta's Affordable Housing Program (AHP) provides tools and support to facilitate affordable housing financing. 

The Home Loan Bank offers subsidies under two programs, the AHP Competitive Program for rental housing and/or homeownership, and the AHP Set-Aside Program for homeownership only.

The Atlanta branch of the Federal Home Loan Bank services these states: Alabama, Florida, Georgia, Maryland, North Carolina, South Carolina, Virginia, and the District of Columbia.

AHP Competitive Program

Each year, the Bank allocates 65% of its subsidy to fund the Competitive Program, which provides funds for new construction and preservation projects, including rental housing. Each project can receive up to $500,000 and funds can be combined with other funding programs such as LIHTC and HOME. 

Rental housing projects are eligible for funds if they meet the following requirements: fund the purchase, construction, or rehabilitation of a rental project where at least 20 percent of the units in the project are occupied by and are affordable for very low-income households, projects are limited to a single county, or projects that are multi-county must submit separate applications. 

Projects under the Competitive Program are ranked according to a points based selection criteria. Point categories include:

  • Income Targeting
  • Housing for Homeless Households
  • Supportive Housing/Special Needs
  • Veteran Housing
  • Community Stability/Revitalization

In 2014, the Competitive Program provided over $25,000,000 in funds for affordable housing projects, including $9,900,000 for rental preservation/rehabilitation projects.
